We Oregonians have many challenges and opportunities ahead deserving our attention with an honest approach. Throwing money at our problems does not necessarily fix our situation. More revenue does not always mean raising taxes. I believe there are many creative avenues available we can pursue to provide for our citizens. Here are some of the important issues I intend to address during the upcoming legislative session:
Education:
We must provide our children access to quality education. We should offer parents educational choices such as charter schools, home schooling, or cyber schooling. Parents must be encouraged to get involved in their child’s success. We must provide avenues ensuring all children are reading at grade level by the end of the third grade. I strongly support stable school funding, especially for high growth districts.
Affordable Housing:
We must ensure people living in Mobile Home Parks have options available when a forced move situation arises thus helping relieve some of their anxiety.
Public Safety:
We will strengthen the Oregon sex offender laws, the OSP sex offender web site, and our sex offender registration process. We must align Oregon with federal standards ensuring the public is informed about dangerous sexual predators in an efficient and effective manner.
Children and Families:
We must not only protect children from abuse, but also protect families from over reaching and misapplied government regulations.
Budget Reform;
a. Make state agencies accountable for their expenditures.
b. Base budget expenditures on identified priorities.
c. Create a state wide budget system based on performance measures.
Healthcare;
a. Keep healthcare costs affordable.
b. Reduce mandates on providers and insurance companies—reducing costs to families.
c. Insist individual insurance premiums reflect reduced costs.
Land Use;
a. Require land use decisions to be rendered with all appeals completed within 120 days of application being deemed complete.
b. Require DLCD to complete local government periodic review within 120 days of submission.
c. Eliminate LUBA. Transfer funding and function for interpretation of local land use appeals to state courts.

Sponsored and passed requirements for reduction of unused FTEs.
Sponsored and passed “Patients Bill of Rights”.
Sponsored and passed a fair land use law allowing flag lot property owners the right to build on their land.
Sponsored and passed a bill requiring state agencies publish their reports on the Internet--reducing paper and publishing expenses.
Sponsored and passed legislation allowing county tax assessors the mechanism to correct over assessed property value mistakes helping reduce property taxes.
Sponsored Budget Reform legislation requiring state agencies use zero based and performance based budget models.
Sponsored a Rainy Day Fund bill for constitutional amendment.
Sponsored a resolution demanding the federal government properly fund education for disabled students.
